paper
(1) Main contents
General situation of the enterprise and item respectively; market
prediction; reconstruction target and content; Assorted qualifications
for reconstruction; primary arrangement of item schedule; the
source of total investment and fund; and analysis of economic
and social benefit
(2) Qualification for examination and approval
Two identical copies of the item position paper; Two identical
copies of declaration file for item position paper, granted
by the department in charge, or the Economic Commission of the
county or county-level city or district (or the directorate
decision if there is no department in charge). As to the technological
importation item for single equipment lower than 500,000 USD,
this step could be skipped.
2. Item feasibility investigation report
(1) Main content
Background and basis to put forward the item; general situation
of the enterprise that undertakes the item; market prediction
and product scheme; the situation of materials supply and public
facilities; overall reconstruction scheme; reconstruction conditions
and workshop address section scheme; measures of environment
protection, fire fighting, energy saving and vocational security;
enterprise organization, fixed number of staff; and training
of personnel; plan of the item implementation; total investment
evaluation and financing; economic analysis; conclusion and
advice of the feasibility investigation.
(2) Qualification for examination and approval
¢Ù Two identical copies of the item feasibility investigation
report;
¢Ú Two identical
copies of declaration file for item feasibility investigation
report, granted by the department in charge, or the economic
commission of the county or county-level city or district (or
the directorate decision if there is no department in charge);
¢Û Attachments:
a. Authorization file (except for the item that could directly
apply for the feasibility investigation report);
b. The investigation result of the supply source of materials,
fuel and assorted pieces offered by the concerned departments,
and possible relational documents;
c. Auditing advice on the environmental treatment measures from
the environmental protection departments;
