1. Compile the annual and long-and-medium-run investment scheme for the citywide technological improvement. 2. Present and implement the concerned policies or measures to encourage the enterprise technological improvement and restructure. 3. Declare and supervise the national or provincial key technology improvement items and organize their implementation. 4. Examine and approve, supervise and inspect the items of technological improvement, move and reconstruct, and technical introduction, for all kinds of enterprises. 5. Supervise the public bidding invitation and tendering for the mechanic and electronic products. 6. Establish the material measures of the items record system, and instruct their implementation. 7. Supervise the investment direction for the industrial and commercial enterprises, financial institute and the social fund. 8. Censor the qualification of the consultation institutes of real-assets investment for the industrial and commercial fields. 9. Take charge of the layout and the macro-management of the key industrial parks at city level, and also the coordination of the concerned affairs. 10. Undertake other work commissioned by the MEC.
