As an important
department of the municipal people's government, the MEC (Municipal
Economic Commission) takes charge of the industrial economy
citywide. Its main functions are as follows:
1. Carry out and execute the national or provincial laws, regulations,
guidelines and policies about the national economy and secure
production, monitor and analyse the situation and trend of the
citywide industrial economy then adjust its routine run; schedule
and implement the aim, policies and measurements of the regulation
and control on the industrial economy in the near future; coordinate
and solve the fateful problems of the industrial run and secure
production, and submit suggestions and advice to the municipal
government.
2. Formulate and implement the countermeasures to the development
of city industrial economy according to the national industrial
policy; commissioned to study and draft the municipal code and
regulations on the management of industrial economy and secure
production, then organize their implementation after deliberation;
Collect, settle, analyse and release information about economy
and secure production.
3. Formulate and implement the layout of industrial development
and overall arrangement, and the scheme of the industrial structure
rectification, and monitor their executive situation; present
the regulatory scheme for the industries and products of emphasis;
study to confirm, and organize to cultivate the key skeleton
enterprises; take charge of the trade management of mechanism,
metallurgy, textile, medicine and pharmacy, light industry,
chemistry, electronics, and timbering.
4. Take charge of the management of the corporations in villages
and towns (CIVT in short); direct the planning, statistical
and financial affairs of CIVT; assist the involved departments
with guidance on the audit and environment protection; supervise
the CIVT reformation and the financial management of collective
assets; supervise the construction of the industrial parks at
counties (cities) or sections in domination, and the development
of the block economy of CIVT.
