1. Schedule the
citywide secure-production work, draw up the secure-production
regulations, rules and technical standard; take charge of the
research of the significant secure-production policies, draft
the important documents and meeting reports; undertake the administrative
reconsideration of the secure production.
2. Comprehensively manage the statistical report of all kinds
of accidents for citywide secure-production, analyze and predict
the citywide secure-production situation.
3. Organize and supervise the secure-production propaganda and
education work, and the authentication, popularization and application
of the concerned secure-production scientific research and achievements.
4. Supervise and coordinate the citywide secure-production examination
and inspection, organize implementation of the inspection of
the enterprise secure-production condition and facilities (such
special equipments are excluded as boilers, pressure vessels,
elevators and flameproof electrical equipments.), the security
evaluation, examination and check of the vocational security
and health management system, education and training, and conduct
and supervise the qualification authorization for the social
agent organization of security consulting.
5. Take charge of the secure-production technical training,
examination and certification of the secure-production supervising
and managing personnel, key operators, secure-production managing
personnel (secure engineering technical personnel), and special-type
operation personnel; take charge of the implementation of the
secure-production registered chief system, and also the international
technical cooperation and communication of the secure production.
6. Supervise, coordinate and monitor the secure production of
such citywide industries or departments as road, railway, water-carriage,
fishery, civil aviation, fire control, irrigation, forestry,
agricultural machinery, tourism, culture and sanitation, etc.
7. Take charge of the pre-evaluation of the construction, reconstruction,
expansion and technical-innovation items (projects) and the
security-facility "" examination and check-and-accept process
for the industries mentioned above.
8. Organize and coordinate the investigation, treatment, statistics
and end-case censor of the staff-casualty accidents of the involved
industries or departments; organize and coordinate the investigation
and treatment of the relational significant and super accidents.
9. Organize transacting comprehensive documents, telegrams and
files.
10. Supervise and monitor the implementation of the secure-production
duty system of the relative local departments and enterprises;
take charge of the concrete work of the target examination of
all counties (cities), districts and relating departments of
city-level (CDRD in short), and of the secure-production duty
protocol signing between the Municipal People's Government and
the CDRD, and also take charge of the supervision, inspection
and examination.
11. Assume the work of the Municipal Secure Production Commission
Office.
12. Undertake other items commissioned by the MEC.
