1. Take charge of the responsibilities of the CPC (Communist Party of China)-office such as CPC-affair supervision, CPC-work style construction, and CPC labor union meeting affairs, etc. 2. Provide the opinion of the leading-staff arrangement according to the cadre management authority. 3. Instruct the departments directly under the MEC in CPC organization construction. 4. Take charge of the personnel management and management and service for the retiree, for both the MEC departments and those directly under MEC. 5. Supervise the inner-system talent scouting and management of the technical professionals. 6. Take charge of the inner-system political examination for the personnel going abroad. 7. Take charge of the personnel management for inner-system consortia and organizations. 8. Supervise the inner-system senior-cadre service work. 9. Organize and conduct the technical-post-title assessment and continued education for the engineering-technical personnel citywide. 10. Undertake other items commissioned by the MEC.
