1. Formulate and
implement the schemes, policies and measures about the industries
of energy, resource and electric power.
2. Take charge of the layout, validation and management of the
paradigm items for the resource saving and comprehensive utilization,
new-energy exploitation, renewable energy, environment protection
and sanitation industries, industrial-water and oil saving,
etc.
3. Take charge of the statistics, analysis and supervision on
the energy-consumption situation of the citywide key energy-expense
enterprises.
4. Take charge of the energy saving auditing of the investment
items for the high-energy-consumption real assets.
5. Impel the development and application of the new products,
technologies and equipment improvement, the main content of
which is resource saving and reasonable utilization; enhance
the R & D and application of the technologies and products of
new or renewable energy, also make a good use of all kinds of
policies and fund.
6. Organize and coordinate the industrial environment protection;
take charge of the programming, managing, popularizing and applying
of the paradigm-project products (equipments) and technologies
of the environment-protect industries.
7. Supervise and popularize the clean-production techniques,
instruct industrial enterprises to save water and oil, and help
them in the establishment of the water-save style enterprises.
8. Supervise and coordinate the bulk cement management and the
popularization of the new wall materials.
9. Analyse and investigate the operation of the citywide power
industries, participate in tackling problems of power supply
and demand, and what happen during the power-net operation process.
10. Take charge of the rebuilding of the heat-power joint-production
and heat-supply concentration, and the statistics, observe-and-control,
analysis and management of the local power plants.
11. Organize and implement the power consumption discount plan,
and enhance the management of the scheming, security and saving
of power use.
12. Take charge of the electrization construction and instruct
the villages in power use.
13. Affiliate operation with wall-rebuild office, bulk-materials
office, Tri-electric office and energy supervision centre of
Ningbo.
14. Undertake other work commissioned by the MEC.
