Implement, carry out and inspect the national, provincial and municipal guidelines, policies and regulations about the development of SMEs; cooperate with concerned departments drawing out parochial policies and regulations draft and then organize their conduction after deliberation. 2. Study and present the long-and-medium-run and annual development scheme for the SMEs and supervise and inspect its implementation situation. 3. Instruct the SMEs in deepening reform, normalizing the corporative administrative structure, and consummating the enterprise operation mechanism. 4. Supervise and normalize the SME financial management; take charge of the professional training of the financial personnel; induct enterprises to consummate financial management system. 5. Particularize and organize effective implementation of the policies about supporting the development of SMEs and the fund of support. 6. Supervise and normalize all kinds of agent organizations offering service to SMEs; cooperate with concerned departments in establishing and strengthening the service system of financing, technologies, training, information and credit hypothecation for SMEs, and effectively manage its operation. 7. Elect and nominate the advanced collectivity or individual of the SMEs. 8. Cooperate with concerned departments in drawing and implementing the enterprise and product structure adjustment measures, and in such work as production layout, industrial organization and structure optimization, etc. for the SMEs. 9. Cooperate with concerned departments in external technical cooperation and communication of SMEs. 10. Undertake other items commissioned by the MEC.
